The Cumbria Pension Fund is part of the Local Government Pension Scheme (LGPS) and is administered by Westmorland and Furness Council, which became the administering authority following the Local Government Reorganisation (LGR) in Cumbria on 1 April 2023. We are a substantial pension fund of 67,000 members,109 employers and over £3.4 billion in investments and a cornerstone of financial wellbeing for thousands of public sector employees across the region. I’m excited to be recruiting a new Group Finance Manager – Pensions & Treasury, reporting directly to me as Senior Manager / Head of Fund. This opportunity has arisen following the well-deserved external promotion of the current post-holder, a testament to the career progression this role can offer.

This is a pivotal position within our team, acting as my Deputy and playing a key role in the strategic and operational delivery of the Cumbria Pension Fund. You’ll have autonomy and visibility across high-impact areas, including:

  • Direct engagement with our Border to Coast Pension Partnership, and the Local Pensions Partnership Administration
  • Playing a key role in ensuring the delivery of our Business Plan, and managing the Pensions Team
  • Collaborating with Elected Members and senior stakeholders, including supporting the Pensions Committee and Pensions Board

About the Role: Group Finance Manager – Pensions & Treasury

Salary: £65,873 plus benefits and relocation allowance

Location:  Kendal, Penrith or Barrow, with the facility to work from Parkhouse, Carlisle but this will be as a workbase not a contractual location. Hybrid working subject to attending team and other meetings as required. The role involves occasional travel throughout the country. 

Hours: 37 per week

As Group Finance Manager – Pensions & Treasury, you will play a pivotal role in managing the financial operations of the Cumbria Local Government Pension Scheme (LGPS), which serves over 67,000 members and holds assets of £3.4 billion. You’ll provide expert financial guidance and strategic oversight across both pensions and treasury functions, ensuring alignment with regulatory requirements and Fund policies.

Working closely with the Senior Manager and Assistant Director – Finance, you’ll lead the delivery of a compliant, efficient, and forward-thinking pension service, while overseeing the Council’s Treasury Management function to ensure optimal cash flow and investment strategies.

This is a high-impact leadership role requiring a strong grasp of public sector finance, investment management, and governance. You’ll manage a team of around 11 FTE, oversee significant budgets, and collaborate with a wide range of stakeholders including elected Members, external service providers, and national bodies.

Who we’re looking for…

You will:

  • Provide specialist support and advice to a wide range of stakeholders.
  • Lead on regulatory, policy, governance, tax, and accounting changes in pensions and treasury.
  • Oversee budget planning, monitoring, and the production of statutory financial statements and reports.
  • Manage the day-to-day activities of the Pensions Team and support their development.
  • Stay updated on industry-specific regulations and best practice.

You will have…

  • Excellent communication, report writing, and presentation skills.
  • Strong leadership and organisational capabilities.
  • A background in pension fund operations, including investment, accounting, administration, and governance within the LGPS.
  • The ability to build and maintain strong relationships across the Council and with external partners, including experience working with elected Members.
